Purpose: 

Large complex multi-year projects are difficult to manage and usually fail to complete within customer expectations. The modern approach is to break large initiatives into multiple smaller projects. These smaller projects are easier to manage and thus have a much better chance of being successful.

These smaller projects of course need to be co-ordinated so that the initiative still has focus and will still deliver the overall objective. This is the purpose of the programme.

A programme is an organisational structure that is established to co-ordinate and manage a large initiative made up of multiple related projects. The programme provides an umbrella structure over the entire initiative and has the high-level visibility and continuity to guide all of the underlying projects towards overall success.
